Health is the state in which the welfare of individuals complete physical, mental, social, and spiritual have been met and a full health can not be considered by not have the disease.
According to the above definition, health is the axes of justice and community development in all aspects of social, economic, political. Government's role in the planning, support and participation in order to maintain and improve people's health is clearly evident.
Thus providing complete health care services and quality through collaboration with public health units (health centers, home health and ...) is to all segments of society. Contribution of this work is possible with cooperation of organizations, government agencies and relevant NGOs in promoting community health (empowerment of people in understanding the factors affecting individual and social health and health behaviors in the selection decision to obtain a healthy life).
Basic health services is based on primary health care with some of the practical ways of scientifically valid and socially equitable and is accessible to all sections of society. It includes:

General Education in Society

improved nutrition

providing safe drinking water and food and improve environmental

mother and child care and family planning
-
immunization against seven target infectious diseases
-
disease prevention and treatment of indigenous and local diseases
-
treatment and prevention of diseases and accidents

oral health services
-
provision of essential drugs needed for outpatient health care

Mental Health Services
Levels of health services:
A - First level services: health centers, health and home base of health care offerings primary health for regional population.
B - Second level services: public hospitals and health centers that they offer city administrative support and specialized services.
C - Level III Services: Provincial Health Center and the hospitals that are responsible to provide specialty and subspecialty services to primary and secondary levels, and cases requiring referral to specialized services.
